UVALDE, Texas — Living across the street for nearly a decade, Ruben Flores has watched Salvador Ramos grow up. He used to come over to play video games and sports with his son, a quiet boy who responded with quick, curt answers.

“When he was here, he was a normal kid. But when he got to his freshman year of high school, he totally changed,” Flores told USA TODAY, speaking from his home in a modest neighborhood of the city of 16,000 people 120 kilometers from the Mexican border.
